Subject: Moving Staff to Midpoint of Salary Range (Midpoint Progression Increase)
This memo provides information on ensuring that staff in the Management & Professional (AAPS), Non-Union Technicians & Research Assistants, Executive Administrative Staff, and Farm Workers groups are compensated to the midpoint of their salary range within a specified timeframe.
On Friday, Feb. 16, department administrators will receive a spreadsheet for your faculty/department through UBC Workspace (เว็บพนันบอล ดีที่สุดhttps://files.workspace.ubc.ca/) that lists the staff in the following groups: Management & Professional (AAPS), Non-Union Technicians and Research Assistants, Executive Administrative Staff, and/or Farm Workers, who are currently below the midpoint, and are eligible for a midpoint progression increase (MPI). Any increases for MPI are absorbed within the departmental budgets.
Please pay attention to any spreadsheets with coloured cells as these employees are behind on their midpoint increases.
MPI for Management & Professional Staff
As per Letter of Agreement #1 in the Agreement on Conditions and Terms of Employment between UBC and AAPS, the university will ensure that staff in the M&P (AAPS) group have reached the midpoint of their salary range by the end of their fourth year in their current position, subject to satisfactory performance. Under this agreement, salary increases must be implemented no later than the employee’s anniversary date. The amount of increase is at the department’s discretion.
Please be advised that M&P employees will not be automatically adjusted to the midpoint salary of their salary range. Forward a completed Staff Appointment Form (SAF) or EPAF to your HR Advisor/Associate for signature for your department’s midpoint incremental increases, and inform your employees of their midpoint progression increase outcome.
Due to the current government compensation freeze, excluded management and professional staff (XMP) are not eligible for midpoint progression increases at this time.
MPI for Non-Union Research Assistant/Technicians, Executive Administrative Staff and Farm Workers
The handbook for Technicians & Research Assistants and the handbook for Executive Administrative staff state that “the University shall ensure that employees are compensated at the midpoint of their salary range by the end of their second year in the position from date of hire, subject to satisfactory performance.” Employees who have been in their position for two years or more will be automatically adjusted to the midpoint of their salary range, subject to satisfactory performance. You are not required to complete a SAF/EPAF to adjust their salaries.
For eligible employee whose term ends prior to the midpoint eligibility date, the increase will not be automated. To ensure appropriate adjustment, you must submit a SAF/EPAF to Payroll to extend the employee’s appointment beyond the eligibility date. The form must be submitted at least one month prior to the employee’s eligibility date to allow sufficient time for Payroll to process the form.
The increases are granted on the employees’ anniversary date in their current position. If you have concerns regarding an employee’s performance and do not wish to have the salary adjusted to the midpoint, please contact your HR Advisor as soon as possible before the employees’ anniversary date to allow Payroll sufficient time to exclude the name from the eligibility list for automatic adjustment. Please inform your employees of their midpoint progression increase outcome.
For employees who have reached their one-year anniversary, you have the discretion of providing a midpoint progression increase up to the midpoint salary. Again, these increases are granted on the employee’s anniversary date in their current position. The one-year midpoint progression increase will not be automatically adjusted. To effect a one-year midpoint progression increase, you are required to complete and submit a SAF/EPAF to your HR Associate/Advisor in Human Resources with the appropriate authorizations. As well, please inform your staff of the increase.
Economic Stability Dividend (ESD) and General Wage Increase (GWI)
Please be advised that the MPI spreadsheets do not include the 0.4% ESD that will be implemented system wide on May 1, 2018, for M&P employees, Non-union Techs, Executive Admin and Farm Workers. To avoid any errors when submitting a SAF/EPAF to Payroll, please have your forms submitted by April 1, 2018, for employees who have an anniversary date around this implementation date. For employees with anniversary dates after May 1, 2018, please ensure you add the 0.4% to the spreadsheets when calculating any increases.
The MPI spreadsheets also do not include the 1% GWI increase that will be implemented system wide on May 1, 2018, and 0.5% GWI increase that will be implemented system wide on July 1, 2018, for M&P employees, Non-union Techs, Executive Admin and Farm Workers. For employees with anniversary dates after the GWI has been implemented, please ensure you add the 1% and 0.5% to the spreadsheets when calculating any increases, while taking into account any ESD increase.
